William J. Carroll

Bill Carroll is owner and president of WJC Services, Inc. He is a third generation, construction professional born into the family business.  Bill has over 30 years of hands on construction experience and knowledge, and has earned a reputation of integrity and completion of projects on-schedule and within budget in this industry.

Bill’s extensive experience, professionalism and demeanor, has set a foundation for working in tandem with owners and financiers as well as design professionals and the trades.

As an Owner’s Representative and Project Manager, Bill provides professional support and guidance working on multiple projects from the pre-construction and construction phase to the project closeout, along with not only providing claims management, but also product and systems research.  His past construction projects have included high-rise Branded hotels in New York City, Charter Schools, HPD projects, Medical Facilities and residential complexes in the Tri-State area.


Bill is well versed with a working knowledge of multiple construction and business software packages. He has always believed that “knowledge is power” and throughout his career, Bill has not only kept up with his own education of the industry, but has also taught classes at a New York Community College and assisted in developing a Project Manager Certification Program at that institution.
